Alternatively have the ISDN service changed from PtMP to PTP - The PTP
protocol involves the 2 ends negotiating the use of the D-Channel in
advance, unlike PtMP which is a more passive affair.

PtP seems to send layer 1 and layer 2 keepalives on this basis.

I always find PtP is a far more appropriate signalling type of ISDN anyway.
