Must be the telco doing stuff on their end.
Someone told me you have to disable the powersavings on the line if you
want to connect an alarm system to it, because of the same stuff you are
seeing in asterisk now.
I'm not a BRI guru, but this is all from experience and it worked on
several setups spread over the country.

No. We dropped all BRI setups and went with pure voip wherever possible,
leaving 2 or 3 setups with PRI.

Restarting asterisk resets the ports on your BRI card. That will be
enough to issue a line reset at the telco side I think.
Again, I'm no BRI guru and I dont know exactly how it works.
